General Meeting 9-17-2008

 

                To avoid other companies trying to buy us from the state, we will need to be more productive then ever. We do not want to put the state in the same situation the city was in when they had us. With the handle down 100 million this past year, it may be difficult but achievable.

 

The inquiring customer with 10 cents in his account must still be served for he might add a thousand. Making money for the state will be very important and we can best do that by being professional so that they will want to come back.

 

We are not on stable ground as of yet and Lenny will let us know when we are out of the woods. In the meantime, we will negotiate a dress code so that interpretations are clear as to garments worn for that professional look.

 

We are not without sympathy from the state and will persevere.

 

A proposal was read for the 4 top officers of Local 2021 to receive a raise in stipends. These officers are the last of our union to receive a raise even though they voted to raise Shop Stewards, Delegates and Board Members stipends without receiving a raise themselves for 17 years. It was long overdue by any standards. The second reading of this proposal will be in the General Meeting of November 19th with a vote to be taken immediately after.

 

We are still being defined by the state and will be meeting with them after their discussions with 1501.

 

VIP insurance will be showing a presentation to offer insurance on home, renters and automobiles at the November 19th General Meeting.

 

Because medical coverage is the most costly impact that corporations do not want to pay for, Universal Health Insurance would mean more benefit employees in the work force.

The October 1st, 2008 Shop Stewards Meeting will be cancelled and October is the month that we vote for Shop Stewards in our branches. Election Forms to be sent out the end of September.

 

 

 

SHOP STEWARDS MEETING 9-3-2008

 

Sheldon Silvers helped OTB stay in business and now needs volunteers to get re-elected. Call the Political Action Committee to volunteer at 212-815-1550.

 

We are still being defined by the State and hope for a smooth transition by years end.

 

We are still in the city health, pension and collective bargaining unit.

 

Lateness and abusive sick calls will not be tolerated.

 

EI and AI must be punched in on a timely manner.

 

Disruptive behavior to the branch such as agents fighting may result in involuntary transfers of all parties.

 

Winter vacations picks may be 2 weeks consecutive or split with a 3rd week selected after everyone else has picked 2 and not quar. You must have the annual time accumulated at the time of the request.

 

No switching of Sunday branch assignments.

        The AFL-CI0 and the CLC (Central Labor Council) gave State Democratic Leader Sheldon Silvers a testimonial party at DC 37 where the members acknowledged the senator and he acknowledged us as being vital to the operations of the city and state. The AFL-CIO and CLC described how vital Sen. Silvers is to labor and how they will do all they can to keep him in office.

       Local 2021 President Leonard Allen gave Sen. Silvers an award for saving OTB and dated it June 16, 2008, the day we were suppose to be closed. Also on stage was Secretary Celeste Lawrence to eloquently and personally thank him for saving her career and benefits. At least 5 ˝ tables of OTB members were present.

      Drinks, food, tee shirts and pins were handed out to all that attended.

Paterson Makes OTB Appointments

Gov. David Paterson just announced three appointments to the board of directors of the city OTB, of which the state just recently took control after a contentious and down-to-the-wire negotiation with the Bloomberg administration.

They are as follows:

- David B. Cornstein, member and chairman.

A jewelry magnate and onetime GOP state comptroller candidate, Cornstein was previously appointed chair of the city OTB Corp. in 1994 by then-Mayor Rudy Giuliani. Served on the Javits Development Corp. and the Battery Park City Authority.

In 2002, then-Gov. George Pataki appointed Cornstein chair of the state Olympic Games Commission. He also served as EDC vice chairman and on the state Council on State Productivity.

- Laura Anglin, member.

Anglin is the budget director, a Spitzer administration holdover who moved up when Paul Francis moved up to the post of director of State Operations (a position he will depart on July 11). She previously worked in the state comptroller's office, the Assembly, the state Tax Department and DEC.

- Paul Francis, member.

A Spitzer campaign advisor whose first post in the old administration was as budget director. He led the state side of negotiations for the OTB takeover. A big Democratic contributor, he served as CFO of the Ann Taylor Stores Corp. and Priceline.com as well as managing director of Merrill Lynch & Co.

None of these appointments require Senate confirmation. They also are unpaid, with the exception of expenses incurred in performance of their official duties.

GOVERNOR DAVID A. PATERSON ANNOUNCES ADMINISTRATION OFFICIALS


Governor David A. Paterson today announced appointments for several positions.

David B. Cornstein has been appointed as a member of the Board of Directors of the New York City Off-Track Betting Corporation, and has been designated as the Chair of the Board. Mr. Cornstein was previously appointed as the Chair of the New York City Off-Track Betting Corporation in 1994 by former New York City Mayor Rudolph Giuliani. Mr. Cornstein has dedicated himself to public service as a member of the Board of the Jacob Javits Development Corporation and as a member of the Board of the Battery Park City Authority. In 2002, Mr. Cornstein was appointed by former Governor George E. Pataki as the Chairman of the New York State Olympic Games Commission, spearheading the effort to have New York City selected as a candidate city for the 2012 summer Olympic Games. Mr. Cornstein served as the Vice Chairman of the Economic Development Corporation of New York City and the New York State Council on State Productivity.

Mr. Cornstein brings years of experience in the private sector. He served as the President and Chief Executive Officer of Finlay Enterprises, a nationwide leased fine jewelry company based in Manhattan with annual sales of over $1 billion. He now serves as Chairman Emeritus to Finlay and is President of Pinnacle Advisors Ltd., a consulting and advisory firm. Mr. Cornstein serves on the boards of several organizations including New York Law School, the Jewish Community Relations Council, Park East Synagogue and the David and Sheila Cornstein Foundation. Mr. Cornstein is the Chairman of the World Presidents’ Organization.

Mr. Cornstein received his Bachelor of Arts from Lafayette College and received his MBA from New York University.

Laura L. Anglin has been appointed as a member of the Board of Directors of the New York City Off-Track Betting Corporation. Ms. Anglin is the current Budget Director of the State of New York. As Budget Director, she is responsible for the overall development and management of the State’s fiscal policy, including overseeing the preparation of budget recommendations for all State agencies and programs, economic and revenue forecasting, tax policy, fiscal planning, capital financing and management of the State’s debt portfolio, as well as pensions and employee benefits. Prior to becoming Budget Director, Ms. Anglin served as First Deputy Budget Director. Ms. Anglin was previously appointed Deputy Comptroller of the Division of Retirement Services in January 2003. From 1996-2003, Ms. Anglin worked in the New York State Assembly where she served as Director of Budget Studies for the Assembly Ways and Means Committee and as First Deputy Fiscal Director for the Committee. From 1992 to 1996, Ms. Anglin held the position of Econometrician in the Department of Taxation and Finance and began her career as an Economist for the Department of Environmental Conservation.

Ms. Anglin received her Bachelor of Arts degree and a Master’s degree in Economics from the State University of New York at Albany.

Paul Francis has been appointed as a member of the Board of Directors of the New York City Off-Track Betting Corporation. Mr. Francis recently stepped down from his position as the Director of State Operations, but will serve in that position until his resignation becomes effective on July 11, 2008. Mr. Francis has been a driving force in the State’s most important victories in the last two years, including a new Foundation Formula and Contracts for Excellence for schools, gaining control over Medicaid costs and comprehensive workers compensation reform. In addition to negotiating the state takeover of the New York City OTB Corporation, Mr. Francis represented the State in negotiating a number of large transactions, including a long-term power purchase agreement that kept Alcoa in the North Country and the granting of the NYRA franchise.

Mr. Francis served as the Director of the Division of the Budget for the first year of the Spitzer Administration after serving as the Policy Director for former Governor Eliot Spitzer’s campaign and Transition Office. Mr. Francis brought with him 25 years of experience in the private sector where he served as the Chief Financial Officer of Ann Taylor Stores Corporation and Priceline.com as well as a Managing Director of Merrill Lynch & Co.

Mr. Francis received his Bachelor of Arts in History from Yale and received his Juris Doctor from New York University Law School.

The New York City Off-Track Betting Corporation is a public benefit corporation administered by the Board of Directors. The Board of Directors consists of five members appointed by the Governor. One member is appointed at the recommendation of the Temporary President of the Senate and one member is appointed at the recommendation of the Speaker of the Assembly. The Governor designates one director as Chair of the Board.

Members of the Board of Directors of the New York City Off-Track Betting Corporation are unpaid except for actual expenses incurred in the performance of their official duties. These appointments are direct appointments by the Governor.
